以法治保障公眾權(quán)益，使公眾獲得具有安全感。從一定意義上說，實施和推進全面依法治國戰(zhàn)略，是滿足和提高公眾獲得感的重要路徑選擇。現(xiàn)實中許多事實表明了缺乏法治降低公眾獲得感的危害。行政違紀(jì)、執(zhí)法犯法、司法不公，行政違紀(jì)，不僅破壞法律尊嚴(yán)和國家公信力，而且對集體利益或公民合法權(quán)益造成極大的損害。從不少案例和群體性事件中可以看到，由于法治保障的缺失，人民群眾享受正當(dāng)利益的權(quán)利受到壓制和剝奪，公眾獲得沒有安全感。因此，黨治國理政對接公眾獲得感，必須將人民群眾的利益獲得建立在法治建設(shè)的基礎(chǔ)上。
推進社會主義民主政治發(fā)展，將選舉民主與協(xié)商民主緊密相結(jié)合，以保證人民當(dāng)家作主滿足和提高公眾獲得感。加強社會主義民主建設(shè)是黨治國理政的重要任務(wù)，選舉民主與協(xié)商民主相輔相成是中國特色社會主義民主的重要特征，也是公眾獲得感的重要體現(xiàn)。社會主義選舉民主通過依法選舉、讓人民的代表來參與國家生活和社會生活的管理，社會主義協(xié)商民主通過選舉以外的制度和方式讓人民參與國家生活和社會生活的管理。兩者相結(jié)合的民主建設(shè)目的是讓廣大人民群眾實現(xiàn)利益訴求表達的權(quán)利，使公眾在有序的政治參與中感受到主人翁地位。黨治國理政實踐只有經(jīng)常保持同人民的密切聯(lián)系，傾聽人民的意見和建議，接受人民的監(jiān)督，努力為人民服務(wù)，才能使社會主義民主政治發(fā)展取得滿足和提高公眾獲得感的實效。

On the Internal Unity of the Party's Governing Capability and the Public's Sense of Gain

Abstract: Meeting the need of the public for sense of gain is the value orientation of the Party's governance, and improving the sense of gain is the driving force of the Party's endeavors. The government cannot be complacent about just "meeting the need" or "improving" the sense of gain, but should effectively link the Party's governing capacity with the public's sense of gain, always focus on economic development, and lay a foundation of abundant material resources for meeting the need for and improving the public's sense of gain; adhere to social fairness, and establish a sound system for securing the public's acquisition; improve the social safety-net, and enhance the sense of security of the people in their daily life; formulate preferential policies and take supportive measures to help to tackle the difficulties of vulnerable groups; protect public interests through the rule of law, and make the public have a sense of security; promote the development of socialist democracy, and integrate electoral democracy and deliberative democracy closely, so as to uphold the position of the people as masters of the country and meet the need for and improve the public’s sense of gain.
