“一帶一路”倡議為新興國家在世界平臺上發揮更大作用創造了條件，推動發展中國家參與國際治理，對于有效改善區域發展不均、優化全球治理結構具有明顯成效，而當今全球治理體系不能保證所有國家尤其是最不發達國家獲得發展的機會，“發展缺位”導致一些國家地區的“反建制”思潮影響甚眾。
面對政治不確定性因素增加以及各國貿易保護主義的抬頭，更需重申全球化的包容性發展理念。以科技發展為依托的經濟發展將不同國家逐漸形成一個緊密的“共同體”，面對“寒潮”，更應“抱團取暖”而不是“各奔東西”。
2015年9月28日，習近平主席在第70屆聯合國大會上系統闡述了“人類命運共同體”的內涵和途徑，面對世界經濟新常態的發展，“人類命運共同體”與“一帶一路”構想在目標層面與途徑層面實現了統一。“一帶一路”的理想愿景和建設目標就是打造“人類命運共同體”，為“人類命運共同體”的構建奠定物質基礎，推動政治互信、經濟互惠，為世界經濟的可持續發展開辟出“新藍海”，從而推動“一帶一路”建設引領世界經濟新常態的發展趨勢。

On the New Normal State of the World Economy and the "Belt and Road" Initiative

Abstract: In 2016, a number of "Black Swan" events, which may have changed the history of the world, have led to a major change in the global pattern, showing a trend of the new normal state of the world economy. These changes bring both challenges and opportunities to the "Belt and Road" Initiative. It should follow the trend of the new normal state of the world economy, grasp the main contradictions of global economic growth, promote political mutual trust and economic reciprocity, lay the material foundation for developing a human community of shared destiny, and open up the "new blue sea" for the sustainable development of the world economy.
