Some Thoughts on the Issue of Artificial Intelligence Governance

Abstract: Artificial intelligence (AI) is the strategic technology leading development in the future. The major developed countries consider it as a major strategy for improving national competitiveness, maintaining national security and obtaining an edge in the frontier science and technology. China's AI strategy is a result of its need to raise its overall strength as a global power and adapt to the development of the international situation. However, AI is a disruptive technology, so we have to thoroughly pre-evaluate its negative impact, and build a multi-level governance system. AI governance is inevitable as its technology and application develops to a high degree, which refers to the process of coordinating, handling, supervising and standardizing issues like public safety and moral ethics during its research, development, production and application. As a major AI nation, China should seize the opportunities of future development, actively participate in the international AI rules and standards design, contribute Chinese wisdom to the global AI governance, and seek the "good knowledge" of AI through the "good governance" of it for the benefit of mankind.
